Who we are Applied Resilience is an operationally grounded, practitioner-led resilience organisation. We are not former emergency planners who now consult — our team manages live incidents right now, across a portfolio of fully outsourced local authority and NHS clients. A decade of delivery through cyberattacks, flooding, fires, utility failures, unexploded ordnance and pandemics. 99% satisfaction since 2016. Over 1,000 delegates trained. As the UK's first Public Service Mutual dedicated to resilience, we combine public service values with the independence, flexibility and operational depth that organisations need when disruption carries consequence. What we do for local authorities We currently act as the fully outsourced emergency planning function for eleven local authorities across England — taking full operational responsibility for their plans, LRF representation, training and exercising programme, and 24/7 retained incident support. This is not an advisory relationship. We are their emergency planning team. For councils that want expert support without full outsourcing, we also provide: • 24/7 Retained Incident Support — real incident experts at the end of the phone, around the clock, every day of the year • Emergency planning — plan development, review, LRF representation, and statutory compliance • Business continuity management — ISO 22301-aligned, grounded in the CCA 2004 • Training and exercising — from elected member briefings through to Tier 1 multi-agency exercises • Specialist services — red-teaming, stress testing, organisational health checks, and independent scrutiny • LGR resilience support — currently supporting councils through the Surrey LGR process The challenge we solve Most local authority resilience teams are capable. The pressure is capacity — not enough hours, not enough cover, not enough experienced judgement available at every hour of every day. CCA 2004 duties do not pause at 5pm, at weekends, or when a key officer is on leave. The question is not whether your team knows what to do. It is whether they can be there when it matters, at whatever hour it matters. The cost of that gap is easy to underestimate until it is tested. A major incident declared at 2am. A ransomware attack confirmed on Christmas Eve. A severe weather emergency developing across a bank holiday weekend.
