NWUPC Ltd

NWUPC Ltd is a not for profit purchasing consortium which establishes a wide range of compliant framework agreements for our members in the public sector to buy goods and services. We support our members to purchase responsibly, cost effectively, and compliantly. We also provide added value services to members such as CPD, guidance and procurement expertise through supplier relationship management. We also provide networking opportunities on a procurement category basis so that members can share best practice with their peers creating a collaborative learning experience.

We are owned by the Universities within the North West region which incorporates Cumbria - North Midlands, Wales and NI. This ownership structure as well as our not for profit status means that we are committed to delivering excellent customer service to our members and this is embedded within our organisational aim, strategy and delivery.

As well as Universities we also provide procurement services and support to other public sector bodies. We are committed to strengthening value within procurement within the north west region and working with the "Place Strategy" that has collaboration at it's heart, and so do we! Collaborative procurement has been our purpose for the last 49 years and we'd love to work with new members to help you build your networks and see where sharing knowledge and expertise in public procurement can take us all!

How to use a Framework with NWUPC

A Framework Agreement is a compliant commercial arrangement that seeks tenders from organisations that are capable of delivering a certain requirement. We set up framework agreements for goods and services commonly purchased by our members, which are fully compliant with Public Contracts Regulations 2015 (PCR15) and meet with obligations of ERDF.

Our framework agreements go through a competitive tender exercise conducted and advertised in line with the compliance requirements of PCR15. As a member owned organisation, we work hard to keep our members’ operational and strategic objectives in mind, ensuring those suppliers awarded can meet our members current needs. Following that exercise, we award the most suitable suppliers to service your requirements.

A group of suppliers will be awarded to the Framework Agreement based on the requirements of the tender and the arrangement will be in place for a set period of time, generally four years.
