The National Association of Local Councils (NALC) is the only recognised national membership organisation for 10,000 community, neighbourhood, parish, and town councils in England. NALC believes these vibrant, dynamic, and effective councils are at the centre of community effort, delivering services and giving their communities a democratic voice.
There are 10,000 local councils in England that represent 35 million people with 16 million electors, raising £700 million in precept and investing over £2 billion in communities. Some of the largest councils have a precept of over £1 million a year. 100,000 councillors are spending over 14 million hours a year serving those councils to help make a change in their community. Over 300 new local councils have been created in the last decade in rural and urban areas.

Founded in 1972, SLCC has gone from strength to strength, starting with just 50 members and now representing clerks to over 5,000 local councils in England and Wales. As the professional body for local council clerks and senior council employees, we ensure that our members are equipped with the necessary knowledge, training and skills to thrive within their role and best support their council and community.
Many councils understand the benefit of having a clerk who is trained, fully briefed on current issues within the sector and able to access accurate advice quickly. As such, 97% of our members’ councils pay for their clerks’ annual subscription, as encouraged by the Local Government Act 1972 s 143 (1) (b), 'a local Authority may pay reasonable subscriptions, whether annually or otherwise, to the funds of any association of officers or members of local authorities which was so formed'.
